DM Palmer brings 33 years of government leadership, including 21 years in senior roles across both provincial and municipal sectors. His career has been defined by leading complex programs, driving modernization, and championing transformational change. Known for his inclusive and participatory leadership style, he places strong emphasis on relationship‑building, inclusivity, and developing future leaders.
Before joining the Ontario Public Service (OPS), Deputy Palmer served numerous mayors and councils in Dufferin County and Wellington County as a Department Head and senior human services lead. He began his public service journey in the early 1990s as a Social Assistance Case Worker in York Region, supporting some of the community’s most vulnerable residents.
A respected figure in the sector, he is a past President of the Ontario Municipal Social Services Association (OMSSA)—the first to serve a two‑year term and the first Black President in the association’s history. In 2019, he received OMSSA’s prestigious Pattie More Human Services Integration Award.
Within the OPS, Deputy Palmer has held several senior executive roles, including Assistant Deputy Minister of the Operational Support Division at the Ministry of the Solicitor General (SOLGEN) and Assistant Deputy Minister of the Social Assistance Operations Division at MCCSS, where he also helped lead the ministry’s anti‑racism initiatives. He continues to champion leadership development, diversity and inclusion, organizational culture change, and “leading without titles.” Most recently, he served as the Senior Executive Lead for SOLGEN’s Leadership Development Program in Corrections.
Deputy Palmer holds multiple degrees in Education and Sociology, certificates in Criminology; is a graduate of the University of Windsor and Brock University; holds a Certified Municipal Manager designation and is a graduate of the Ontario Management Development Program.
