A retired Canadian Naval Officer, Bill brings nearly 30 years of experience at sea and ashore, including a posting as Commanding Officer of HMCS Vancouver.<p style="font-style:normal;font-variant-caps:normal;font-weight:400;letter-spacing:normal;text-align:start;text-indent:0px;text-transform:none;white-space:normal;word-spacing:0px;-webkit-text-stroke-width:0px;text-decoration:none;caret-color:rgb(0, 0, 0);color:rgb(0, 0, 0);margin:0px;line-height:1.5;box-sizing:inherit"> Bill’s career has taken him along the Pacific Coast, across Canada, and abroad, giving him a deep understanding of leadership in challenging environments. He had the honour of commanding two ships.  In 1992, he took command of HMCS Thunder, a converted minesweeper that was re-tasked for the training of junior naval officers.  Bill assumed command of HMCS Vancouver in July 2002 and led the ship through a two-year, diverse, and challenging program.  He retired from the Navy in 2007, having achieved the rank of Captain (Navy).<p style="font-style:normal;font-variant-caps:normal;font-weight:400;letter-spacing:normal;text-align:start;text-indent:0px;text-transform:none;white-space:normal;word-spacing:0px;-webkit-text-stroke-width:0px;text-decoration:none;caret-color:rgb(0, 0, 0);color:rgb(0, 0, 0);margin:0px;line-height:1.5;box-sizing:inherit">During his career, he attended Royal Roads University, obtaining a Bachelor of Commerce in Entrepreneurial Management degree in 2000.  He was recognized by his peers when he was presented with the Founders’ Award for leadership, and he was one of the recipients of the President’s Scholar Award for academic achievement.<p style="font-style:normal;font-variant-caps:normal;font-weight:400;letter-spacing:normal;text-align:start;text-indent:0px;text-transform:none;white-space:normal;word-spacing:0px;-webkit-text-stroke-width:0px;text-decoration:none;caret-color:rgb(0, 0, 0);color:rgb(0, 0, 0);margin:0px;line-height:1.5;box-sizing:inherit">Mr. Riggs joined Commissionaires Victoria, the Islands and Yukon (CVIY) in January 2008 and remained with the organization until August 2019.  As the Director of Operations, he led and managed a workforce of over 800 security professionals located at more than 200 sites. <p style="font-style:normal;font-variant-caps:normal;font-weight:400;letter-spacing:normal;text-align:start;text-indent:0px;text-transform:none;white-space:normal;word-spacing:0px;-webkit-text-stroke-width:0px;text-decoration:none;caret-color:rgb(0, 0, 0);color:rgb(0, 0, 0);margin:0px;line-height:1.5;box-sizing:inherit">Since 2020, as CEO of RCMSAR, Bill has led a small headquarters team in East Sooke and supports more than 950 dedicated volunteers serving at 31 search and rescue stations along BC’s coast and in the Shuswap. Known for his approachable leadership style and steady hand, Bill is passionate about ensuring that RCMSAR volunteers have the training and resources needed to successfully save lives in BC’s coastal waters.
