Ongoing Lawsuit Against the CityIn 2023, CBSC brought a legal challenge against the City of Los Angeles (Case No. <a fr-original-style="" href="https://www.dropbox.com/scl/fo/fbsj7nyy1dp54gxb561yc/APkMpHzxfZL2qQWKDQ0leZE?rlkey=fajpspeshipe5tfklh8qbkd9v&st=rzhfg34r&dl=0" rel="noopener noreferrer" style="text-decoration-color: currentcolor; user-select: auto; box-sizing: inherit;" target="_blank">23STCP02375</a>) involving a luxury residential development that illustrates serious violations of the California Environmental Quality Act (CEQA) and raises broader concerns about the City&rsquo;s planning and environmental review practices. As the case has progressed, CBSC has uncovered a series of troubling practices that confirm what many in the community have long suspected -- private meetings and backdoor discussions being held in advance of public hearings, with decisions effectively made before any public vote takes place.&nbsp; CBSC also learned that the City&rsquo;s Google Workspace allowed officials to conduct City business through direct-message chats that were not being archived. After CBSC raised the issue and was prepared to expand its legal challenge, the City began archiving these communications, making them available for public-records requests and litigation discovery. CBSC&rsquo;s Recently Filed Fire Safety Appeal In March 2026, while the court challenge remains pending, the City issued building permits for the project. CBSC responded by researching applicable State fire-safety requirements and filing a <a fr-original-style="" href="https://www.georgeabrahamsfoundation.org/wp-content/uploads/2026/09/2026_7-02_CBSC-Appeal-to-LADBS.pdf" style="text-decoration-color: currentcolor; user-select: auto; box-sizing: inherit;" target="_blank">Building and Safety Appeal</a> challenging those permits. The appeal raises additional environmental and public-safety concerns, particularly regarding the City&rsquo;s failure to enforce California&rsquo;s Minimum Fire Safe Regulations for new development in high fire hazard areas. These concerns extend beyond a single project. CBSC&rsquo;s appeal also raises another serious issue: whether the City represented to FEMA that it was enforcing the Fire Safe Regulations while failing to adopt the administrative procedures necessary to fully implement those regulations locally. City officials have indicated that the issues raised by CBSC&rsquo;s challenge warrant further investigation. CBSC is pressing for reforms that can affect not only one hillside development, but how Los Angeles evaluates development and protects public safety throughout its high fire hazard areas. CBSC remains committed to pursuing accountability and transparency, but taking on the City comes at a significant cost. While the City has extensive taxpayer-funded legal resources at its disposal to defend against a lawsuit brought by the very residents those taxes are meant to serve, CBSC must raise its own funds to continue this fight.
