While families struggle to find housing and local entrepreneurs hunt for affordable storefronts, thousands of lots and commercial buildings sit empty, collecting dust and breeding blight.&nbsp; The Vacancy Fee Project is a grassroots movement of Sacramento locals dedicated to fixing this market failure.
