CPSC Training 2023 - Chantilly

You will experience a full day of training on three separate topics. This training opportunity is primarily for CPSCs and others who directly work with the involuntary commitment system in Virginia. Contact Hours will be provided for those who remain in the training sessions for their entirety. Lunch will be provided. The following three topics will be presented:

Preadmission Screening and the Inability to Care for Self Criterion:

Learning objectives include reviewing the legal definition, Virginia-specific criteria, and applications in case law related to inability to care for oneself. We will review various clinical presentations in which inability to care for oneself may present, how to apply relevant criteria across different settings (e.g., community, institutional settings), and how advance directives can inform clinical decision-making. The training will also identify questions and consequences that arise in the application of the standard, considering clinical and systemic impacts of misapplication and the role that Certified Preadmission Screening Clinicians can serve in mitigating negative outcomes.

Preadmission Screening, Assessing for Violence Risk, and Planning for Safety:

This training will provide an overview of Certified Preadmission Screening Clinicians’ responsibilities for assessing violence risk, including reviewing the parameters of ‘Duty to Warn’ and discussing considerations for clinical decision-making. To bolster the assessment of violence risk, we will discuss available clinical screeners, empirical risk factors, and systemic considerations. Building on assessment considerations, the training will review what information is relevant for responsible documentation on the preadmission screening form. We will also review Virginia statute and available literature discussing when safety planning is required to prevent violence and legal tools such as substantial risk orders.

Preadmission Screening, Public Behavioral Health, and Ethics:

The training will cover several ethics topics relevant to the preadmission screening context, including sources of ethical guidance, applicable legal standards, and ways of framing individual and system interests. We will identify potential ethics challenges, such as dual role conflicts, that may arise and provide recommendations for practice. The training will also consider the ethical context of public behavioral health and other healthcare system actors, and the role that Certified Preadmission Screening Clinicians are uniquely positioned to take in expanding decisionmakers’ consideration of information and options.
