The only requirements are to have a Cushing, OK address and yard or garden where the 18&quot; flag pole PVC sleeve may be planted year round for easy flag placement on the following holidays. Note that PVC sleeve is mounted flush with ground surface to avoid interference with lawn/garden/irrigation maintenance.
