The Oscar R. Spencer Memorial Scholarship
The Oscar R. Spencer Memorial Scholarship, established through BOSS Mentoring, honors the life and legacy of Oscar R. Spencer a devoted family man, mentor, and community leader who transitioned in September 2025.Born, raised, and a lifelong resident of Camden, New Jersey, Oscar was a proud Camden High School alumnus, Class of 1973, and Delaware State College (now University) graduate, Class of 1978. He believed deeply in the power of education, brotherhood, and service. His legacy at Delaware State continues through his children, who have also attended and graduated from DSU , carrying forward his commitment to excellence and uplift.Oscar was a Life Member of Omega Psi Phi Fraternity, Incorporated, and a lifelong member of the Chi Upsilon Chapter in Camden, New Jersey. He lived by the fraternity’s cardinal principles of Manhood, Scholarship, Perseverance, and Uplift, exemplifying them through his leadership, mentorship, and love for community.This scholarship will be awarded annually to graduating seniors from Camden City high schools who plan to attend a Historically Black College or University (HBCU), with preference given to students attending Delaware State University. Through this fund, his family and BOSS Mentoring honor his lifelong mission of leadership, mentorship, and faith, ensuring that his legacy continues to inspire future generations to walk in purpose and achieve greatness.This marks the first of prayerfully many years to come of being able to pour back into the youth of Camden City, continuing the legacy of service and uplift that defined Oscar’s life.Scholarship Amount & FrequencyThe scholarship will provide awards each year to at least 2 graduating seniors.Application TimelineApplications will open in March 2026, and the first recipients will be announced in May 2026.How Donations HelpEvery contribution directly supports scholarships for Camden students pursuing higher education at HBCUs.
