His 30-year intelligence career was with the Foreign Technology Division (FTD) of the Air Force at Wright-Patterson Air Force Base, Dayton, Ohio and the Defense Intelligence Agency (DIA) in Washington, D.C.

STARGATE was a Department of Defense special access program for applying remote viewing, an aspect of ESP, to military operational and intelligence missions. It was closed and declassified in 1995 and first announced to the public by Ted Koppel in his nightly NBC news program on November 1995. This presentation reviews the origin of remote viewing (RV) that began in 1972, the Air Force's Foreign Technology Division (FTD) involvement in 1976, Army INSCOM's operational RV activities at Fort Meade, Maryland beginning in 1979, and continued by the Defense Intelligence Agency (DIA) in 1985. Soviet ESP research that led to FTD's involvement is explained. Examples from research and application feasibility projects, and formal remote viewing operational projects by FTD and the Fort Meade remote viewing unit are illustrated. Operational examples include locating a Soviet Tu-22 that crashed in Africa, the search for Army General James Dozier, who was abducted by a terrorist group in Italy, capture of a fugitive, and predictions of emerging Soviet weapon systems. Phenomenological aspects of RV and related PSI/ESP concepts, including intuition and precognition that can occur while awake or in dreams, are considered. Current PSI/RV research, RV data evaluation, training, and RV application potentials are reviewed. The presentation concludes with thoughts on PSI/RV, its significance for human potential development and its potential role in the evolution of the future with the ever-present threat of war.
