In recent days, the Communist Party of Cuba has introduced sweeping measures to liberalize foreign and domestic investment in the country&rsquo;s economy. One news outlet reports that the emergency policy package &ldquo;envisions expanding opportunities for private enterprise, greater autonomy for municipalities and state-owned companies, and measures to attract additional foreign investment, including from Cubans abroad.&rdquo; Promoting far-reaching economic and administrative reforms, the Party&rsquo;s approach draws on the experience of the high-growth economies of China and Vietnam, both of which have expanded the role of private business and investment while leaving their one-party political systems intact. To their credit, both nations have provided humanitarian assistance to the island during the cruel and illegal intensified blockade of Cuba by the US administration. Meanwhile, the blockade has triggered severe conditions on the ground: extended power outages, severe shortages of fuel, water, food and medical supplies. People are suffering. There are signs of acute hunger. Some 12,000 children await treatment at Cuban hospitals forced to pause operations. While imposing this despicable and unprovoked collective punishment of the civilian population, the US government continues to utter threats of military action by air, land, or sea. &ldquo;We are getting ready to defend our country,&rdquo; said Cuba&rsquo;s Deputy Minister of Foreign Affairs Josefina Vidal. &ldquo;We would never want a conflict with the United States, but we are very conscious about the threats,&rdquo; she said. In February and again in April 2026, the Government of Canada contributed a modest amount (CAD 8 million) in humanitarian assistance to Cuba. However, facing imminent trade negotiations with the United States, our Prime Minister and Foreign Affairs Minister have not called out the American government for intentionally causing widespread misery across Cuban society. Nor has our government spoken up for Canadian businesses in mining and tourism that have been forced by US sanctions to sell their Cuban operations at cut-rate prices to American interests. Yet there is much more that Canada can and should do now. The Cuban Communist Party&rsquo;s economic reforms are far-reaching. As such, they may open a path toward a diplomatic solution to the crisis. In addition to China and Vietnam, Canada should work with Mexico, Brazil, Colombia, Spain, Portugal, and other like-minded countries, as well as with the United Nations, to facilitate a negotiated settlement between America and Cuba to, first, remove the fuel embargo and secondary sanctions, and then ratchet down the blockade toward normalized economic and political relations between the two countries. Among other components, this peace process could be accompanied by a massive infusion of solar panels to help Cuba meet its daily energy needs and reduce its dependence on oil.
