The Lowell Plan, founded in 1994, is a private nonprofit dedicated to Lowell's economic development. It serves as a forum for public and private sector leaders, aiming to ensure Lowell is a thriving city to live, learn, work, and grow businesses. Current initiatives include the Transformative Development Initiative and the Board Diversity Initiative.

The Lowell Plan, Inc. ensures the City of Lowell is a successful thriving place for all to live, learn, work, play, and grow a business in a rapidly changing global economy.
