The National Certification for Educational Diagnosticians (NCED), established in 2004, provides a national credential for special education assessment professionals. It recognizes individuals demonstrating excellence in experience and knowledge. NCED's origins trace back to the Council of Exceptional Children's PRSE program, with key contributions from Patricia Frawley, Patricia McElroy, and Joe Sutton.
