About
Northside Outreach Center (NOC), founded in 2004, brings enduring change to Richmond's Highland Park. Originating from a faith-based initiative, NOC began with an after-school program, clothes closet, and food pantry. It has grown to include a thrift store and expanded programs, celebrating 20 years of community service.
Mission
Northside Outreach Center revitalizes the Highland Park community by spiritually, relationally, and economically connecting people to needed resources, mentoring, discipleship, and community outreach. They focus on restoring streets, reclaiming the younger generation, and rebuilding families.
