Unsolicited proposals are unlikely to succeed; the realistic route is relationship-based—either through direct contact with the trustees (named in filings) or by partnering/collaborating with the recurring recipient organization or trusted intermediaries in the Virginia policy community. Building a documented working relationship or being invited into the funder's existing network is the most plausible path to support.
