Prospective applicants should not expect a public open-application route; successful entry appears to rely on referrals, alignment with the foundation’s observed themes (veterans/military-family support and certain policy/advocacy causes), and placement within its network of existing grantees. Proposals that fit small-grant budgets and come via introductions from current or prior recipients are the most realistic path; unsolicited cold applications are unlikely to be effective given the foundation’s 'preselected only' practice.
