Use the public website contact form and named program staff as the primary outreach route, and consider partnering with or applying via known fiscal-sponsor or regrant intermediaries since the funder both makes direct grants and channels regrants through intermediaries. Because many large awards are visible, emphasize scalability, measurable impact, and alignment with the funder's stated focus.
